GAME INFORMATION

A. Match Length and Ball Size

Division Length Ball Size

U-17 – U19 45 min halves 5

U-15 – U16 40 min halves 5

U-13 – U14 35 min halves 5

U-11 – U12 30 min halves 4

U10 25 min halves 4

1. There shall be a five (5) minute interval between halves.

2. Regular season VSL matches ending in a draw at the end of regulation time will remain a tie.

3. When age groups are combined for VSL play, the length of the halves will be those specified for the older age group. Ball size shall be as specified for the younger age group.

B. Player Equipment:

1. Shoes must meet FIFA specifications.

2. Shin guards for all players and goalkeepers are MANDATORY. Socks must cover entire shin guard.

3. When the color of jerseys is similar or identical, and the referee requests a change, the Home Team must change colors.

4. With the exception of the goalkeeper, all players must have uniforms with individual numbers on the shirt. The goalkeeper’s shirt must be easily distinguishable from all the other players and the referee.

5. Players must wear jerseys whose numbers correspond with numbers listed on the team’s official roster.

6. No jewelry of any kind may be worn (excluding corrective glasses).

7. Players who are wearing protective casts may be allowed to play only with the approval of the referee.

C. Substitutions may be made with permission of the referee, at the following times (U10 & U11 exceptions noted section E below):

1. Prior to a throw-in by the team in possession.

2. Prior to a goal kick by either team.

3. After a goal has been scored by either team.

4. At the beginning of the second half of play.

5. After an injury, by either team, when the referee stops play.

6. After the issuance of a caution, for the offending player. Opposing team may also substitute an equal number of players.

D. Spectator and Coaching Areas

1. All coaches, players and spectators, will remain eighteen (18) yards from the goal lines.

2. Coaches and players are to take opposite sides of the field from the spectators.

3. No coaching may take place from behind the goal lines.

4. All coaches and spectators must remain at least one (1) meter from the touch line at all times.

5. The referee or assistant referee may, at any time, restrict the sideline movement of coaches, players, and spectators.

E. U-10 and U-11 Game and Field Requirements

1. All registered U10 and U11 teams in VSL must play the “seven a side” format.

2. Fields size is to be a Minimum of 40 yds x 60 yds (width x length) to a Maximum of 50 yds x 70 yds.

3. Recommended goal size is a Minimum of 7ft x 21ft (height x width)

4. All other field dimensions should be appropriate to the field size.

5. All VSL/FIFA Rules apply with the exception of:

a. Players on the field shall consist of 7 of which one shall be a goalkeeper.

b. 8 yds from the ball is to be given by the opposing team at free kicks.

c. Substitutions are allowed at any time on the fly. (U12 requires a three-man system. – 07/09/02.)

6. Any team not able to field a minimum of 5 players at the scheduled game time will forfeit the match.

F. U12 Game and Field Requirements

All registered U12 teams in VSL must play the “eight a side” format. (amended 09.05.06)

2. Fields size is to be a Minimum of 50 yds x 80 yds (width x length) to a Maximum of 50 yds x 90 yds

(amended 07.19.05)

3. Recommended goal size is a Minimum of 7ft x 21ft (height x width.

4. All other field dimensions should be appropriate to the field size.

5. All VSL/FIFA Rules apply with the exception of:

a. Players on the field shall consist of 9 of which one shall be a goalkeeper.

b. 9 yds from the ball is to be given by the opposing team at free kicks.

c. U12 requires a three-man system. (07/09/02.).

6. Any team not able to field a minimum of 7 players at the scheduled game time will forfeit the match

G. U13 – U15 Game Requirements

1. U13- U15 Teams may roster up to 18 players on the office state issued league and tournament roster.

H. U16 - U19 Game Requirements

1. U16 – U19 Teams may roster up to 22 players on the official state issued league and tournament roster.

2 .The maximum number of rostered players allowed to participate in a game is 18.

3 A Game Day roster shall be presented to the referee prior to the start of the match listing the 18 players eligible to participate in the scheduled match.

4. Players not on the game day roster may not be in uniform on the team bench or player area. (updated 04/1/2012)

I. Referees

1. VSL contracts with area Referee Associations to provide three (3) USSF certified officials for all U-12 through U-19 matches and one (1) USSF certified official for each U-10 or U-11 match. The officials are responsible for conducting the matches in accordance with FIFA Laws of the Game and VSL Rules and Procedures. THE REFEREE’S AUTHORITY BEGINS WHEN THEY ARRIVE AT THE MATCH SITE AND CONTINUES UNTIL THEY DEPART THE MATCH SITE.

2. Failure to appear

a. If two (2) officials are present at the scheduled start time, the officials present shall officiate the match in accordance with FIFA/USSF regulations governing systems of control.

b. If only one (1) official is present at the scheduled start time (except in the case of a U10 or U11 match), the opposing coaches may mutually agree to appoint Club Linesmen and play the match OR either coach may choose not to play the match with one (1) official, i.e. to reschedule the match. No referee fees shall be incurred if the coaches choose to reschedule the match. If the coaches choose to use the one referee, play will be recorded as an official match.

c. If no match officials are present at the scheduled start time, the opposing coaches may mutually agree on match officials or either coach may choose not to play the match, i.e. to reschedule the match. No referees fees shall be incurred if the coaches choose to reschedule the match. If the coaches choose to play with mutually agreed upon officials, play will be recorded as an official match.

d. Coordination with the Referee’s Associations concerning VSL activities, matches, schedule changes, etc. shall be the responsibility of the VSL Administrator or a designated member of the Board of Directors. Contact with representatives of the Referee’s Associations, including assignors, by Club, coaches or other officials concerning VSL activities is strictly prohibited.

e. Referee evaluation forms are provided on the VSL website.

f. Persistent negative evaluations regarding a specific referee shall result in action by the Board of Directors in accordance with the Referee Association’s contracts.
